What do working-class people use for kamas? A full chagama & furo is
quite an extravagance financially. I'm considering a 2 quart cast iron
pot, on an electric hot plate within a home-made okiro. It would seem
to me to be an adaptation consistent with the spirit of wabi.
I live in Florida, and am somewhat loathe to burn a charcoal brazier
indoors (I doubt that it would be permitted in my zendo). I could make
the okiro convertible to charcoal...

That sounds very much like the way I started out. Use what you can find and afford. However if you can find someone you know in Kyoto you can often get cheap furo at the fleemarkets. As long as you ship it with sea transport it doesn't cost that much to ship either.

We're in the same boat, always on a tight budget and looking for
bargains. We live in Northern California and a few years ago we found
a kama at a local import shop that was made in China. My husband gave
it to me as a gift -- he wouldn't tell me the exact cost, but knowing
our budget I know it could not have been very expensive! We often use
an electric hot plate for demonstrations, with tetsubin or other small
kettle.

I'm curious to know your solution, please post updates!
