Rav Moshe (OC 3:99), in a discussion about the placement of Hoshanos, mentions in passing that whatever one concludes, it's irrelevant to the forming of any rules for hakafos on Simchas Torah (which are always before Mussaf). Simchas Torah is its own beast, where everything is "משום שמחה" - it doesn't need to work within formalized mechanics. I imagine that's part of the answer to your question as well - it need not follow the typical process of a siyum, so celebration before completion is fine.
