networking win 98SE and win ME

ok, I'm having problems with my 2 ME computers getting back online. The main
one, this one, is fine, but I can't get the other one to network. I've tried
EVERYTHING! I've called the "techies" at attbi and have done all the stuff
they've asked me to do and I've even gone so far as to take out the realtek
card in the other computer and reinstall it, but alas, nothing!
The techies told me that I need to get another ip address and when I order
it, it will go through my hub and "find" the other computer. How can that
happen when I can't even see that computer or it can't see me?????

And, here's how non-networking person I am, how do you "ping" and what does
pinging do? Is there a way I can ping to see what it would do to my system?
I'm thinking of getting a new network system since I only have 2 computers
and I've had this system setup for the last year or so. I have 2 realtek
cards, I don't know the numbers, it's not on the card, I looked, but they
are small ones, internet cable to my computer, cable out of my computer
through realtek card into netgear 4 port hub, cable out of hub to the other
computer. Everything was fine until they "transitioned" to attbi from @home,
then it all hit the fan and nothing worked. Once I got back online, I did
the configurator and nothing between the two computers has worked since.

Can anyone help?

ATTBI is doing something with the way they administer IP packets from their
subscribers. Since being switched to ATTBI, my internet connection sharing
between WinXP Prof & Win Me has been lost. The only ICS that my 2nd system
is able to get is when my primary CPU's browser is on it's "home page." If
this is not the case then my 2nd computer can't even get the home page. If
my Primary CPU jumps to another page via a hyper link, then my 2nd computer
can follow. Other than this, my 2nd computer has lost its connection.

Some how ATT is blocking Sharing with computers and I've had to install
IPX\SPX
and NetBEUI Protocols on every computer on my LAN to get them to see each
other
