I was correct in my response below, but OPM is waiting to release the number until closer to Open Season when call center staff will be staffed fully in order to respond to the volume.
I believe OPM will send a brochure out to people who call the number so they can compare plans and enroll in what's best for them
OPM has not provided any further information on either the brochure or the number.

I do know that there's going to be a dedicated toll-free number for folks that don't have Internet access. The last time we spoke with OPM, they were still working on securing the line, and once they have it, would disseminate widely. We will, too.

Yes, we've had quite a few inquiries about that. I'll get back to you with info about what OPM is doing to make sure those beneficiaries are able to make informed decisions and enroll in the plan(s) they want.

Jane: I'm being asked by many Coast Guard Retirees without internet access/computers if they will be receiving needed information in the mail regarding TRICARE Open Season, including TRDP to FEDVIP transition. This includes a paper mailing of all forms that TRICARE beneficiaries need to complete/return during open enrollment. Could you provide any guidance on this?

Open season is almost here!
The 2018 Federal Benefits Open Season runs from November 12 through December 10 (ET), with coverage effective January 1, 2019. This is your first opportunity to enroll in FEDVIP.
Don’t forget! The TRICARE Retiree Dental Program (TRDP) ends on December 31, 2018. If you were enrolled in TRDP, you will not be automatically enrolled in a FEDVIP dental plan.
You must enroll during open season if you would like FEDVIP dental and/or vision coverage in 2019.
