Program Overview:

AJWS’ Grants Department supports non-governmental organizations (NGOs)
and community-based organizations (CBOs) undertaking grassroots
community development and human rights initiatives in select countries
in Africa, Asia, Latin America and the Caribbean. In the context of
the communities where we work, grassroots refers to the organized
poor, who undertake the planning, implementation, and evaluation of
projects and mobilize to seek access to power and resources for their
own development. AJWS supports organizations working in the areas of
sustainable livelihoods and development, community health, education
for all, community engagement in conflict resolution and emergencies,
and community-led human rights campaigns.

Position Summary:

The Program Officer for East Africa manages AJWS’ portfolio of grants
in four countries in East Africa (Ethiopia, Kenya, Rwanda, and
Uganda). S/he works closely with existing grantees, identifies
potential new partners, and oversees a portfolio of approximately 50
grants. Reporting to the Senior Program Officer for Africa, the
Program Officer plays an integral role in strategic planning for the
Africa region and works with others in the Grants Department on cross-
regional initiatives and departmental priorities. Where needed, s/he
also collaborates with other AJWS departments including Volunteer
Service, Advocacy, Education, Communications, and Development. The
Program Officer represents AJWS at conferences and other related
events. The Program Officer is expected to travel three times a year
to visit grantees.

Responsibilities:
• Promote and update East Africa-specific priorities for AJWS’ grants
program;
• Identify and build relationships with current and potential new
grantees and collegial organizations in the region;
• Review new and renewal proposals and budgets, communicate with
applicants to hone and clarify proposed activities and develop
contracts;
• Write and discuss grant recommendations with the AJWS Board;
• Monitor grants through reviewing reports, site visits, meetings,
correspondence and oversight evaluations; and provide technical
assistance;
• Manage in-country consultants;
• Organize and conduct three trips (for a total of approximately 8
weeks) per year to East Africa region annually for site visits and
outreach to new potential partners;
• Coordinate grantee meetings and exchanges;
• Collaborate with other AJWS Africa program officers on strategic
plans and articulation of grantmaking priorities;
• Work with other department staff to manage administrative
coordination;
• Participate in dissemination of strategies and documentation of work
for other departments at AJWS, collegial organizations, networks of
donor agencies and international development and human rights
organizations;
• Represent AJWS at key conferences, grantmaker affinity groups; write
abstracts for panels and workshops featuring AJWS’ work;
• Remain current on issues, strategies and funding within the human
rights and development communities.
Additional Qualifications:
• BA/BS required; Master’s degree in a relevant field preferred;
• Minimum three years of program work at an international development
or human rights organization;
• Proficiency in reading, writing and speaking English; proficiency in
an East African language spoken in the four grantee countries (e.g.,
Amharic, Kiswahili) preferred;
• Excellent writing and analytical skills;
• Proficiency and comfort working monitoring and evaluating budgets;
• Minimum of 6 months experience living and working in an African
country, preferably in East Africa;
• Working understanding of human rights norms and practices, global
development theory and grassroots social movement building;
• Grantmaking experience with an international foundation;
• Enthusiastic and comfortable spending a total of 6-8 weeks traveling
internationally, either with colleagues or alone;
• Self starter and independent thinker;
• Strong interpersonal and communication skills;
• Team player and flexible about the challenges of working in a fast-
paced environment with shifting priorities;
• Highly organized, with the proven ability to work independently,
prioritize and complete multiple projects, meet deadlines, and
maintain consistent attention to detail.

Outreach Liaison for Middle East, North Africa and Europe
The Coalition for the International Criminal Court (CICC) is a network
of over 2,500 civil society organizations from around the world,
working together to establish a fair, effective and independent
International Criminal Court (ICC). The ICC is the first permanent
Court with the mandate to bring to justice individuals who commit the
most serious violations of international humanitarian law, namely
genocide, crimes against humanity and war crimes. For further

Position:
The CICC seeks an Outreach Liaison for Middle East, North Africa
(MENA) and Europe, for its International Secretariat based in New York
or The Hague.1 This is a full-time position. The Outreach Liaison will
provide support and direction for the ICC campaigns conducted at the
national and regional level in collaboration with the MENA Regional
Coordinator. The position is supervised by the Director of Regional
Programs under the overall supervision of the Program Director and
CICC Convenor. The primary focus of the position will be on the MENA
region (70%), with limited (20%) support functions for the Europe
Section, and general tasks (10%).

Responsibilities:

The responsibilities of the Outreach Liaison position will include but
are not limited to supporting the ICC campaigns at the national and
regional levels in the following ways:
• Ensuring Regional Coordinator for MENA remains informed of critical
issues and initiatives and facilitating communication between members
and the Coordinator. Limited support functions for the Europe
Coordinator.
• Engaging in targeted outreach to NGOs and individuals, including bar
associations, law faculties, and journalists, among others to
encourage their membership in the CICC where relevant, and to
encourage their participation in related activities and programs.
• Acting as a central link between regional offices and the
International Secretariat: keeping colleagues informed about
developments on the ICC and other relevant issues such as conferences,
high level regional summits taking place in MENA and Europe.
• Assisting Regional Coordinators in the implementation of priorities
and programs in the region, including support for missions and
outreach. Conducting missions to countries in the MENA region to
develop targeted campaigns, speaking at conferences on behalf of the
CICC, developing closer ties with civil society, government officials
and journalists.
• Assisting Regional Coordinators with all necessary procedures in
order to support local activities proposed by NGOs.
• Maintaining periodic contacts with Permanent Missions to the UN for
the region to share updates, monitor developments and collaborate as
necessary.
• Supporting media outreach efforts of the NGO Coalition’s members
whenever possible.
• Assisting with timely distribution of printed materials and other
resources for seminars and other events
• Translating/making summaries of key documents from Arabic into
English and other languages based on skills.
• Ensuring flow of information about the ICC to interested NGOs and
members of the public. Suggesting posting of relevant information with
various list servs, including moderating the ICC-MidEast listserv.
• Collaborating with Regional Coordinators in identifying experts for
regional conferences and other ICC related events as well as
participants for important conferences
• Other tasks as necessary

Terms and Opportunities:

Qualifications:
• Master’s degree preferred, ideally with a concentration in Area
Studies (e.g. Middle East/North Africa), International Relations,
Public International Law, Political Science or a related field.
Bachelor’s Degree required, with substantial coursework in
International Affairs.
• One to three years’ experience working for an NGO or related entity;
advocacy experience a plus.
• Knowledge of the history, politics and culture of the Middle East/
North Africa region, including an understanding of the region’s legal
systems and the work of human rights organizations.
• Knowledge and understanding of Arab regional bodies such as the Arab
League and the Arab Inter-Parliamentary Union.
• Excellent oral and written communications skills in English and
Arabic are required. Advanced reading and speaking ability in French
and/or Farsi would also be an asset.
• Ability to understand and communicate basic elements of the Rome
Statute for the ICC as part of advocacy efforts tailored to NGOs,
governments or the media. Knowledge of the ICC is not required, but
would be an asset.
• Tact, diplomacy, confidence and professionalism in interactions with
high level diplomats, government officials and representatives of
intergovernmental and non-governmental organizations.
• Strong analytical skills and ability to take initiative; proven
leadership skills; ability to independently organize and prioritize
several ongoing projects; creativity.
• Cultural sensitivity and respect for diversity.
• Ability to work with Microsoft Office (Word, Excel, Power-point),
Internet Search engines.
