What causes a live template to show up as a Surround With option?

I have a couple of live templates I already set up for this, but I don't remember how. Others that are enabled and usable in other situations don't show up there. i've tried setting the context for the one I want to Everywhere, even though it's really ColdFusion, no difference.

Nevermind, got it. If the template contains the $SELECTION$ placeholder it'll show up there.
