Hey Steve!
That is awesome that you want to help!
One thing I would suggest is to join the dev group:
http://groups.google.com/group/cfeclipse-dev
I'm not really that good with Java personally so I just poke around
and help out where I can. I'm sure you'll be a great help and there is
definitely stuff to help out with.
You can see the current tickets at
trac.cfeclipse.org. Right now
things are on lockdown with trac so you'll have to email Jim to get
access to work with tickets.
We are currently trying to get something together for a December
update. Nothing major right now, just some bug fixes to get things
working better. If you have google wave I can add you to a
conversation we have started about it.
As far as the dictionary files go, I have been handling a lot of the
updates for them when I see them come up. With regards to the CF9
dictionary, we are thinking of trying to get Adobe's permission to use
the dictionary file from CFBuilder since they use the same syntax. (At
least it seemed to work when I dropped it into the build ;) ). But I'm
not sure who we would talk to from Adobe for permission. I'm thinking
we could also use the dictionaries for the other versions too if we
can get the permission.
One thing that I would suggest doing to get started is to get your
development environment setup for it:

http://trac.cfeclipse.org/wiki/BuildingCFEclipse
Once it is setup and working pick a bug from the trac server that you
feel connected to and have at it... ;)
