A saved file with a target, where the target solution method is set
to "steady", opens with the Method indicating "Implicit." It would seem
that it should open with the method set to "Steady". The input file line
in the saved file is: TARGET,1,1,3,1,0,-1,0,GLASS,STEADY,PDE
