Terrain - DOM/TOM with texture

1. A concise explanation of the problem you're experiencing.

I have Terrain data as so called dom/tom model - this is a digital Terrain Modell including buildings, trees, etc. In the geotiff also the texture from Aerial Images is displayed.

In which way could I use this as Terrain - quantized mesh or ... ?

3. Context. Why do you need to do this? We might know a better way to accomplish your goal.

I think the easiest thing would be to upload to Cesium ion (https://cesium.com/ion) to get a quantized mesh tileset you can display. If you have a separate texture of the aerial image, you can upload that as well and display it on top of your terrain.
