Is it possible to set a background to label?

Hi,

The label itself does not support a background, but it does support an outline around the letters as shown in the Sandcastle example.  If you want a solid background behind the label, you could also draw a billboard with an eye-offset so it shows up slightly behind.

Have another problem:

Have done a billboard under label and its looks bad, because around the label is a transparent path(not outline), in wich can see my layer with map, but not billboard

Try adding the billboard collection to the primitives before adding the label collection.
