VPN use among students

Hi all,

I've noticed an increase in flags raised on our system due to students using VPNs. We have to follow these up and take actions to ensure account security and that the student is aware. A lot of these students are using free ones - which wouldn't be the most trustworthy. We currently have our ip addresses geo restricted to Ireland. 

Is there any actions that you all have seen in your schools to help reduce the problem?
