The ICT policy unit has commissioned ICS Skills to conduct focus groups with Primary and Post Primary teachers in relation to the ICT strategy for education.

Further to my notice about focus groups to inform the ICT strategy in Education, I have received the following update from the ICT Policy Unit. There is an additional focus group scheduled as follows:

29.09.14               Sligo – Primary Teacher Focus Group

29.09.14               Sligo – Post Primary Focus Group

 

All queries to ICS Skills training dept. on 01 2377723, who will take bookings.

 

I have queried the scheduling of focus groups in Dublin and/or Cork based on your queries. I have been informed that there will be a Dublin event for sure but no date has yet been furnished.

Mayo was supposed to be yesterday but was postponed for reasons outside ICS control.  Date yet to be rescheduled.  Schools got emails from ICS asking for teachers to attend. 

There are also parents' nights in some locations including Athlone.  See wwe.ics.ie - Events and Training -then click on ICS Skills tab

As far as I am aware John, there was one scheduled but cancelled.

I will post updates as I receive them from the ICT Policy Unit. Please appreciate that ICS Skills have been charged with the management and scheduling of these.

Remember there is a whole cohort of teachers that are not in schools who may not get any emails from ICS. Also as most people know, even if the school gets the email it might be a few days before it gets to the right teachers

I am only trying to disseminate the message to the teachers who might best inform the focus groups. We were not aware of the ICS dissemination plan and have only been asked for assistance now.

Hi Cormac,

As far as I know, the Focus Group for Cork was arranged for Sept 17th.
The one for Dublin was to be held on Sept 16th. I turned up for it and was the only one there.
No other teachers and no one from ICS.

All of your queries were forwarded to the ICT Policy Unit and I have been asked to post the following response

The focus groups are being organised by the Department with ICS Skills contracted to facilitate the sessions.  Any decisions to run or cancel focus groups are taken by the Department, not ICS Skills.  The Department have enlisted the assistance of the Education Centres in recruiting teachers for the sessions.  The Education Centres have contacted the schools in their areas and passed on the details of the focus groups to them.

 

The Dublin focus Groups due to take place on the  16.09.14  were cancelled as no teacher had registered to take part.   It is of utmost importance that if a teacher wishes to attend a focus group that they register.  We will be rescheduling Dublin Focus Groups for next week, details to follow

 

In relation to Cork, focus groups for primary teachers and primary parents took place on 17.09.04.  The Focus groups for post primary teachers and post primary parents were cancelled due to no one having registered primary parents and only 1 registering for post primary teacher.

 

Mayo which was due to take place on 23.09.14  was cancelled by the Department due to the low numbers registered.

 

There are no focus groups scheduled for Galway.  The Department made decisions on locations with regard to geographical spread.

Does anyone see the disconnect. We are discussing a Digital Strategy yet forcing people to attend a face to face. Someone book an Adobe Connect for 200 people and have it online.

I had heard nothing about the Cork one. Would definitely have attended had I known. Have done work with Cork Education Centre so a little disappointed they didn't contact me as I am on their list. Must make contact with them again to keep me informed on things like this.

Here's hoping the Liam McCarthy makes it back to Munster where it belongs (would have preferred Leeside). But I have high hopes for our Ladies this weekend. Rebels Abú.

Good point John. We also seem to have a strategy of outsourcing the research to some other group rather than taking the risk of actually talking to the teachers.  I teach second chance students in Youthreach, but there is no evidence that anyone has any plans to talk to us in that context any time soon.

To be honest, this seems to be an exercise in ensuring that they can say "We consulted" rather than looking for input or dialogue.

Rant over.  and I do appreciate that the above is a little OTT.

To be practical about this, I wonder if we set up an open Google doc, or a hackpad for discussing this, would any one be interested in feeding it into the process?

I want to take this opportunity to point out that the focus groups to inform the Digital Strategy for Education are being coordinated and run by ICS Skills following a tendering process run by the ICT Policy Unit of the DES. I was asked to inform you of upcoming focus groups through the CESI mailing list as it is recognised as a means of contacting those whose opinions would be valued in a focus group. It is recognised that a number of focus groups scheduled already were not well attended or were cancelled due to low registrations. The focus groups are another means by which opinion is being gathered following a call for submissions at the end of 2013/early 2014.

All queries/observations in relation to the focus groups have been forwarded as they came in but please appreciate that any further decisions/actions are not taken by any PDST Technology in Education personnel or any member of CESI.

A bigger disconnect is that I wasn't aware there was even a session even though a post above says the Education Centres contacted schools. It would ahve made sense for the DES to contact the Teaching Council and request a email drop to its members. I find it very frustrating to hear of an event after the fact followed by complaints that no one attended!

Or is that part of the strategy so that whoever gets what they want.

So, the Department have contracted ICS Skills to conduct a consultation process.

ICS Skills didn't contact schools, despite what has already been suggested.

They didn't contact the PDSTTE to then inform the CESI list, until it was almost too late.

There is no clear list of all of the intended venues and dates for the focus groups, so that we can work out which venue and date is best for us.

There is no information on the Department website regarding this focus group process.

There is no clear information on the ICS Skills website about this process.

There has been little advance notice of these meetings: the Wexford EC website only had a posting one week prior to the meeting. I don't know about others, but I don't check my local EC website every week.

ICS didn't contact the ICT subject rep for the ASTI; did they also not contact the TUI and INTO subject reps?

Neither ICS nor the PDSTTE contacted the PDSTTE local facilitators in all of the ECs: an ideal group that have contacts in the local area to get attendees.

Is there S&S paid substitution for attending these focus groups?

Do principals see the value of these groups, to allow teachers to attend during the school day?

Is there travel costs paid for the events?

Finally, I find that in these consultation processes, it is often about forcing a particular agenda, and so information is never given in advance, to allow participants to reflect or consult on proposed ideas in advance. You go in cold, not knowing what to expect, and do not necessarily manage to fully process everything, and then have important points to make, but it's too late afterwards, when you've fully thought them through. There is no documentation currently on the Department website to research/digest in advance.

These sorts of situations just disappoint me, because they create missed opportunities, poorly-executed initiatives, and bad policy and practice.

And afterwards, the civil servants say arrogantly, "well, we had a consultation process, so don't complain; you had an opportunity to contribute".

This is too important to be left to the comedy of errors that Robert has outlined above.

If I ask Steve Haragdon nicely he might give me a large Elleumiate room that might be able to host the numbers that might have an interest in taking part, If ICS want to host itthey can.

Just to add from a principal's perspective that I received nothing from anyone about these consultation forums. Had I have, my name would have been down on the list and it would have been shared with my staff.

I think face-to-face consultations in the local education centres is a better idea unless the Elluminate room is divided into little break out groups. It's very hard for voices to be heard in big crowds as we'll see on Monday at Jan O'Sullivan's #edchatie debut!

I participated in the one in Wexford on Friday.
I received it via email of the VP of the school. I guess we got lucky from what I read to know about it. They asked if someone from the e-learning committee would go. I volunteered. Thankfully colleague covered class I missed as there is no cover for it.
I found it very good. We had some very honest discussions and we did not all agree. The small committee was ideal as you could listen and be heard equally. We were 7 and there was a good mix of subjects, management, posts etc...
I felt there was no agenda from any of us there. Just educators wanting the best for our students.
A big room would not work as people who would have come with an agenda would monopolise the debate. You need good honest replies and people feeling they can say how they feel.
That's my view of it.
Hopefully something good will come out of it.

A government which is all fur coat and you can finish it. Where is there real commitment. They have two departments the NCCA on the one hand delivering much needed curricular change, all be it at a very slow level and another department who needs to support this change with infrastructure and training which is headless, uncoordinated and uncommunicative clearly and just not in tandem.

I asked ICS Skills to make a comment on my posting from a few days ago. I did say that they may not be able to comment on certain points, if it is outside their remit.

Here is the reply. Seems straight forward enough, even if we are not happy with the eventual outcomes:

Thank you for your email, I appreciate you taking the time to send a copy of your CESI posting to ICS Skills directly.  Some of the points are indeed beyond my remit, but I will answer what I can here:

The Department of Education and Skills enlisted the assistance of the Education Centres in recruiting teachers for the sessions.  As far as we are aware, the Education Centres contacted the schools in their areas and passed on the details of the focus groups to them.  The schedule was confirmed by the Department with the Education Centres one month ago and any subsequent changes to this schedule are made by the Department, not ICS Skills.

As far as I am aware, no.

ICS Skills has moderated a number of teacher focus groups to date so I can only assume that yes, some principals do see the value.

Anyone who registers for a focus group session through our website receives an information sheet giving some background to the process, an agenda, contact details for queries along with a short survey and a consent form to complete.  Ample time is given at the beginning of the focus session to address any outstanding questions that participants may have.
