Frightening reading!  

Sounds like my recent lecture in the PGDE (renamed PDE) on History of Education where the School Masters where paid an additional shilling for each pupil tested by the inspector who passed the test and the most successful ones were those that taught to the syllabus and had the optimal class-rooms (environment, student type and all that) and had a network of informants to say that the inspector was in the area doing testing.
