Google Sites ePortfolio sharing

Hi,

We're rolling out TY digital portfolios using Google Sites but one problem we've been having is passing on sharing permissions for material in the Site. For example, if a student puts up an image or a Slides presentation they must share that will all staff for people to be able to view it. This is very difficult to get students to do consistently so I'm wondering if there is a way to adjust the sharing permissions for our whole domain. Ideally, the staff group would have full viewing rights by default to student files. Anyone know if this is possible?
