There is software available on-line that will run slides as well as videos while running an rss ticker at the bottom of the screen BUT My advice would be to work with what you have (for now), if your tv is already connected to a PC then you might have the office on it there for you'll have (should have) PowerPoint.
All you'll need is have about maybe between 10-20 slides, of these have slides that are always there, examples of this could be birthday announcements, student announcements (organised by students) and my maybe an on this day.
I THINK you can drop a bit of code in to run a live news ticker on the bottom of the screen, maybe some else would be able to advise you on this.
