As a CA,  how to add logs to Google's transparency logs  ?

Anyone can submit certificates to Certificate Transparency logs via the endpoints defined in RFC6962.

The CA's roots need to be accepted by the logs. If you want to add a CA to the accepted set, you'll need to ask each log operator, probably by the contact email in the CT list-of-logs file maintained by Google.
