CCD Encounter component

Hi, 

We started testing at United Medical (CPHY_PR) and noticed that the encounter entries in the CCD have no ID. The encounter we care about is outpatient in a "Finished" status. Does that matter?

Cerner's sandbox CCDs have the FIN number in the ID field. 

Is this a mapping issue at CPHY_PR or a bug? I have attached both examples.
