Hi,
Are there any fhir APIs to support retrieving all users of my organization, I can see retrieving/searching practitioner/person by id but what if I want list of all practioners and to provision/de-provision them from my app?

To get a list of Practitioner IDs, you would have to work directly with the client. There is not currently a way to do this via the APIs.
