, it seems to imply that searches for identifier codes regardless of system are allowed in the standard:
[parameter]=[code]
: the value of [code] matches a Coding.code or Identifier.value irrespective of the value of the system property
Are these supported? I have tried it in dstu2 and I get 400 errors when I leave off the system, all other things seeming the same.

You need to use
[parameter]=[system]|[code]
to search by identifier -
http://fhir.cerner.com/millennium/r4/base/individuals/patient/#parameters

Thanks, I understand that is the current functionality and that the FHIR spec is not currently completely implemented.
We are expecting this to be changed in a future release.
