Questions on certain implementation guides.

Hi Devs,

Can we have GOAL.due date, to be multiple values? Or can it be null when not available? As certain practices would not have a goal for the exams completed. 

And additionally If an organization does not have an NPI would other identifier such as Tax ID or SSN be accepted? And if the data is not entered, can it be null value?

For Organization, on writes, identifier is not necessary. If provided, Must contain only an NPI, OID or TAXID system. [b]
