I am trying to perform bulk export on a Soarian API.

This is the API I am using:

https://fhir-myrecord-sc.cerner.com/r4/2f8f5ec1-b7b8-4be5-ae27-e308284dd9c1/Patient/$export

I get the following message in the response: Population Application for Client ID <removed client id from here> not defined in FHIR Population Application Configuration tool.

What is this Population Application Configuration tool?
