Failure POSTing Appointment for a Mammogram Procedure

Hi,

I'm trying to POST an appointment for a Mammogram procedure. I'm getting the SLOT ID back using my proprietary Slot Type and by Location, not practitioner. This works for other resources (e.g. LABs) but for this particular resource (Mammo Screen, MA Room1), I get the following error:

If I schedule this resource in Win32 SchApptBook it works, but requires an order. Does the order cause a problem with FHIR?

Our use case is to enable self-service Annual Mammo Screening appointment scheduling.
