R4 Device Breaking change

We will be making the following Breaking change for R4 Device resource on read/search operation in order to comply with HL7 specification.

The Device resource will no longer support the Device.identifier field in alignment with HL7 specification guidance.
Previously serial number was exposed as an identifier and will now only be exposed through Device.serialNumber.

The change will be deployed to production on 9/9/2021
