Hi,

Is there any API to get all the patients with some parameter like date or practitioner_id?

Hello,

Unfortunately no, Cerner does not support any workflow that returns all patients at once.

You can search for Patients directly with a number of parameters: http://fhir.cerner.com/millennium/r4/individuals/patient/#search, and subsequent API calls to other resources will usually be focused around a single Patient.
