Forbidden resource for Observation endpoint

I'm receiving an error when trying to query Observations. Requests to other resources with the same authorization header are working fine.

I'm still receiving this error. I'm not sure what's going on. I've tried single LOINC queries, removing scopes, and using different patients. Nothing seems to be working.
