Yes, these apps would need to use the 'launch/patient' scope [1]. You linked to the EHR launch sequence, but this would fall under the standalone launch sequence [2].
Can you help me how to get this working so that patient gets seamless experience and don't have to login again?

Hi,
Patients must consent to sharing their data, and we need to make sure the user at the keyboard can consent for this patient (hence the re-auth). Only if an application is sold to the client and is covered under a HIPAA agreement, then the consent (and sign on) can be skipped.
