Is there a way to retrieve information on a relatedperson without having to authenticate multiple times?  For example, can a parent with two children retrieve their children's allergies at one time?

Yes, this is done for a "patient's proxy" via the user/... scopes. EG: user/Patient.read would allow you to read all patients demographics the user has access to (themselves or other people that have allowed them access to their record).
