Unable to register my applicaiton on cerner code

I am getting an error saying: "We are unable to complete your request." when trying to submit my application on cerner code. 

I have my system account ID in the form. Not sure what the exact reason on why I am unable to register.

A system account ID can only be used for a single system app. Is this ID used for another one of your active apps?
