Unable to get DiagosticReport data.

Unable to get DiagosticReport data using following URL from system account. I am able to get all the other resource data following the same method. only DiagosticReport is failing.

Resource URL used :  "https://fhir-ehr.sandboxcerner.com/dstu2/0b8a0111-e8e6-4c26-a91c-5069cbc6b1ca/DiagnosticReport?patient=1316020"

Scope added:  "%20system%2FDiagnosticReport.read" 

any help would be appreciated.
