Moderation for new members

Once again, I apologize for the huge SPAM problem this (and all other
google groups mailing lists) list has had over the past month or so.

I've gone ahead and taken an extra moderation step that will hopefully
cutdown on the SPAM that makes it to all your boxes and helps me
identify and ban spammers.

All messages from new members will be held for moderation and need to
be approved by list managers. Once a user has a message approved,
their future messages will be published immediately and not held for
moderation.

Hopefully this cuts down on the problem once and for all, and only I
have to deal with moderation and the rest of you dont have to see the
SPAM.
