[Very begginner] About VOA's attitude to the unblock of some sites in China

I just got a message from VOA google group mailinglist which states that
they are very happy about the unblock of http://www.voachinese.com/.

In my point of view, it is quite a plain comment that VOA does not care
if there is Internet Censorship in China. It only cares its own
interests, in this case, if its own site can be accessed by its targeted
market audience.

Am I right? Or just my expectation on VOA is too high?

VOA can prove I am wrong by be the witness of our collective lawsuit.
