Since Utah and Kessler not close to an agreement on a contract, and if we were able to find a way to get him interested in Boston, is it permissible to offer Utah some picks not to match their offer? (Thats assuming we have the capital to sign him).

FYI – sign-and-trade IN sets a first-apron hard cap. The Simons TPE could be the starting point if Kessler was open to that figure, but the team would have a set limit in payroll all year to get to 14 players.
