In the last month or two (september through november 2012), if you logged into DRINC (
drinc.ca.gov) and clicked the link to the Water Boundary Tool, you arrived at the WBT site and it either asked you to login, register, and/or answer a CAPTCHA (i.e. enter a couple words into a text box). This was not expected behavior as logging into DRINC and redirecting to WBT, you should've remained logged in. This was a bug. You should've arrived at the WBT home page, you should've seenour name in the upper right hand corner of the page, and you should've been able to begin working with the system. That bug has been fixed. Sorry for the inconvenience.
