New host for automated CEF builds

Automated CEF builds have moved to https://cef-builds.spotifycdn.com/index.html. This includes the full catalog of previously available builds. Please update your download tools and processes to use the new host.

The old host has stopped receiving new builds, and will be removed completely after December 1, 2020.
