I) - Of course, you are *free* to agree or disagree with the content and spirit of my email (see end section of this e-mail). I have no doubt about your selection based on merit, transcript or other documents. It is exactly what the Selecting committee is supposed to do, in addition to following its own rules and requirements! There is no need for an authorization or agreement from the Board on this aspect of the selection process. Now, you said: <"...., not on strict technical rule."> This might be not important to you, but as I said in my emails (read to the end of this email), it is VERY important to me that the students follow the instructions (e.g., one single PDF file with correct file's name and correct subject title of email) BECAUSE I am the ONLY person (not even YOU or anybody else!!) who spent so much time and effort to maintain an up-to-date DETAILED file of students since 2007 until now, as well as detailed income and expenses of the Foundation. This is a database management work, so any technical rules/requirements are mandatory. After all, I don't see why it is so hard or impossible to follow this simple requirement!!!! An overwhelming majority of students have followed the rules, instructions and requirements over the last 6-7 years, so why should we bend/disregard our own rules just to accommodate the few, irresponsible students who cannot even follow simple instructions?

And all of these, I did and do it as a volunteer non-officer of the Foundation! Nobody asked or forced me to do it and I need no "title", credit or recognition, but as a founding member of the Foundation who still sticks with you after all these years (so many original founders/members have left you already despite your dedication to the Foundation! I wonder why?) , I enjoyed doing it because I believe in the foundation's motto and mission, an Equal Education Opportunity for All , in transparency, responsibility and accountability within the organization and within each student, and in sensible, meaningful rules and regulations!

Now, this email correspondence has a history to it. It started with you asking me on May 11th to give comments on a file ( in Khmer) prepared by KE Kranit (in Phnom Penh) about a draft, proposed list of students characteristics (name, school, etc.) to be selected under Nathan Cummings Foundation special full scholarships ($1000 per person, per year, to 5
female orphan students, for 4 years starting from 2013-14 school year onward). My comment was:

<"The list is just a summary of info on the students. The bottom line is: Each student must fill out the application package (in Khmer or English) and submit to the Selecting committee. Of course, first step, there should be some screening by our people in PPenh. Same rules apply to ALL students, regardless of sources of funding." >

The main message from all my emails was simply: Apply the same rules to all students, regardless of sources of funding; and all students must follow the rules and instructions in the Scholarship Application Form. Full stop. No more and no less!!

On May 12th, you replied:

We talked over the phone just to confirm the Board recommendations as mentioned above. We did not have detailed discussion about the rational behind these recommendations. I just wanted to hear directly from you, that's all, even though I did not and still do not agree with this statement: <"even in separated e mail and not perfect format & subject of
e mail">
because I still insist that students MUST follow the rules and instructions and "perfect format & subject of email" are crucial to my work.

On May 13th, I sent an email to you, with cc: Board members, reiterating my strong and firm adherence to the rules and instructions:

I strongly object to any deviation from our own rules, i.e., each student, regardless of sources of funding and type of scholarships, MUST follow the instructions, especially the file's name and format and the subject or title of e-mail. I have very good reason to include these requirements, because I am the only person who meticulously update the students' master
file. With hundreds of applications I received every year, these basic requirements (file's name and format and subject of e-mail) are extremely important for my work!!.. So, the "lack of IT knowledge, 12th grade in country side, etc.", these lame excuses cannot be justified to circumvent our own rules! If they don't understand English, they should use the application form in Khmer.
2) I'm reviewing the application form and will let the Selecting committee know before the end of May. Please do NOT request students to start applying now for ANY type of scholarship for 2013-14.

3) To: Chiep / Samrang,
Can either one of you give me the application forms for the 3 students who received special full scholarship from Mr. Stokes for 2012-13? They are: BUNTHA Chansonita; THOEURN Channy; and HEANG Sorphea.">>


On May 13th, you replied:

While I do understand that you must follow the recommendation of the BOD, i.e. ".... even in separated e-mail and not perfect format & subject of e-mail", I do NOT agree with this recommendation. The Board is NOT doing the detailed work here (I do), so I do not expect them to understand and appreciate the intricacy and details of database management and the importance of rules and instructions. After all, it should be the decision of Selecting Committee.

III) - On a related issue, as I mentioned in my previous email dated May 14th [Ref. You have selected student THOEURN Channy in March 2013 -- five or six months after the start of 2012-13 school year -- for a $1000
special full scholarship from Mr. Richard STOKES, even though she did NOT*provide proof of school attendance for 2012-13 in her application dated March 13, 2013, in contradiction with the requirements spelled out in Scholarship Application Form] :

<"this is not about using your common sense in life and it is not a blame game either. It is simply about following our own rules and about instilling a sense of responsibility and accountability to the students! To be fair to other students who followed the instructions, since you already made the selection, I suggest that you request Thoeurn Channy to submit a
proof of enrollment for 2012-13 school year. She should have it by now (we are mid-May, nearly half school year already). Also, remind her and the other two students who received full scholarships from Mr. Stokes to submit the 1st semester transcript BEFORE May 30, 2013.">

You have not replied to this email and I have asked Thoeurn Channy to submit a proof of school enrollment even though I was not involved in her selection.

IV) - All of the above show that you and I and the Board have a serious,
fundamental disagreement. After so many years of my full support to the CEE
Foundation, I cannot in good conscience bend/disregard our own rules just
to accommodate a few irresponsible students. So, effective IMMEDIATELY, I
withdraw my support from the organization and please REMOVE my name from
Selecting Committee and from all CEE Foundation's correspondence.

This student, CHUM Sreytoch, does NOT follow instructions (wrong email subject title; send too many files in .jpg; wrong transcript file's name and file format). We cannot accept this student as is! *Let's agree on the basic rule here: accept only those students who follow exactly the instructions (especially the single transcript file's name and PDF format
which MUST be the same as subject title of email). I update my master file according to this requirement. That's why it is very important that the students MUST follow the instructions!!!!!! One last note: I do not waste my time reading any email without a subject title or a wrong title.*

To: CHUM Sreytoch:

You did NOT follow instructions. Your email has a WRONG subject title, and you sent 3 files (.jpg) instead of one single file in PDF format, and the name of your transcript file is WRONG. We sent you a reminder about submitting all required documents. *Read the instructions again and do as required of you! *Resubmit the transcript BEFORE May 30, 2013 in one single file in PDF format with a correct name as required in the instructions: *<Your full name-School acronym-Year of study-Transcript-S1.pdf> and make sure the subject title of your email is the **same** as your transcript file's name.
*This is your last chance to do the right thing!

You have received $100 for the first disbursement in December 2012. There is no need to submit a proof of English or Computer skill class. If you FOLLOW exactly the instructions and are selected, you will get $100 for the second disbursement.

Dear Borng Samudd,
I am very disappoint for your decision to withdraw from the board after working together since almost 5 years.
If you think that CEEF is the one of the cambodian organization who really dedicate for our poor student who need from our our support.
As a team work, it 's normal, sometime, we  experience some different in our point of view. But dont forget everybody work as volunteer, in order to achieve our goal : help our kids who really need our support.
If we, the most intellectual people among our community members ,  cannot work together, because there is some different view, how can you expect to change our country for a better day. 
For all the above reasons, I beg you to reconsider your decision.

It was very nice to meet you at DC ' Wat last year. Time flies too fast.
I regret deeply on your decision to move out from the BOD of the CEEFoundation and hope you change your mind.
I always admire you and your family's commitment and dedication to help our students at home. Together, with all the member of the BOD, you all have accomplished significant goals in transforming the CEEFoundation to its current status. Specifically, I always admire and appreciate your effort to publish the Scholarship report which is very high in quality and informative. Thank You.
Regarding our criteria to reward candidate for scholarship, I believe there is a better way to do it and I am sure you and the BOD can work it out for the benefit of our students.

Dear lork pu and committees,
I do support your help to young Cambodians with education financial assistance. Your long time and consistent commitment is admirable.

Without doubt, we come from different background but we do share common values. that is why we are here, in the CEEF. Some differences may shake our relationship sometimes but I think we should use the differences to build a stronger relationship and outcomes. I am sorry if I say too much. I actually want if i may to see stronger unity with all challenges we have had so far.

Hi Bg Samnang,

Nice to hear from you since you have left the Foundation years ago, and thank you for your kind words. Just to clarify, by my own free will I chose NOT to be an officer nor a Board member of CEE Foundation. I'm just so disappointed with the changing rules for the worse which negatively affect my work, as I am the only volunteer non-officer who worked so hard on database management for the Foundation since its inception in 2007 (including student records, selections of students, financial data, and editor of the newsletter). They don't seem to understand how important the rules/instructions/procedure and work process are to my work. The current rules and instructions are perfectly fine (an overwhelming majority of students have followed them over the years without any problems). I explained every thing in my emails and it's up to them to decide whether or not they want to continue with this nonsensical change of rules/instructions (which encourage a sense of IRRESPONSIBILITY for the students). My position is very clear on this matter.

As for retirement, I'm getting used to my new daily routine. So far, so good.
