Après avoir épuisé tous les différents systèmes d'élection, sans en trouver un seul qui leur convienne, ils s'étonnent et cherchent encore ; comme si le mal qu'ils remarquent ne tenait pas à la constitution du pays bien plus qu'à celle du corps électoral.
