Many hams EOC / ACS types are using DEPICTION to merge data types in
disaster, see site
http://www.depiction.com/ where license is offered at $199.
Probably Windows only but can connect APRS (ham radiolocation) data
points to your local disaster map.
Looks like a good CC project if not already done. Please, express
interest as we have some Depiction veterans in the community.
