Brand-new full-time, 2-year-long, paid ($26.68 - $41.73/hr) IS training program with San Francisco Dept of Public Health (SFDPH):

1010 IS Trainee Program
Application Deadline:  Friday 10/28 by 5pm
Program Start:  January 2017


Some details about the hiring process I'll point out:
  • I recommend you log into the Job Posting & look at all the sections since you can you save your incomplete application & return to add more detail.  You just need to submit the finished application by Friday 10/28 by 5pm.
    • I will point out that you can't just attach your resume & write "see resume" in the School and Work experience sections.  You'll need to fill out every applicable field on the application, even if it feels like your doing duplicate work.
    • Also, attach your resume as a PDF, don't paste the text of your resume in the text field -- otherwise the formatting will get messed up.
  • No prior experience is required BUT there are "desirable qualification" which applicants will be scored on, so, if you can add any prior experience in these area to your application, take the time & include it:
    • prior experience working in a Health Care environment
    • prior experience working for a non-profit
    • prior experience working in the public sector
    • possession of a certificate in Information Technology from an accredited college, university, vocational training program, community or technical college, ANSI accredited certifier (i.e. CompTIA), or vendor (i.e. Microsoft or Cisco)
    • existing technical skills/experience in the following areas:
      • project management
      • tech support
      • web development
      • cyber security
  • After the Friday 10/28 application deadline, they will select some applicants for interviews, and they strongly recommend that applicants bring letters of recommendation to this interview.  They're looking for letters from former employers, educators or peers who speak to both your personal qualities and your working ability.

It seems that the training program will expose you to 4 areas (notice that web development doesn't appear to be in these areas):
  • IT Operations Support
    • assist in providing technical support for Local Area Networks (LANs) and systems
    • installing, enhancing and maintaining computers, peripherals, and mobile devices
    • administering system securities and data transfers
    • performing and monitoring scheduled job executions, including system and application backups and archiving tasks and maintaining system backups and control records
    • troubleshooting and providing end user support
  • IS Business Analysis
    • assist in assessing, developing and optimizing information systems for business needs
    • monitoring the maintenance and enhancement of complex computer and telecommunications systems
    • testing, modifying and updating system software to ensure proper functionality and network compatibility
    • researching and evaluating new technology
  • IS Engineering
    • assist in determining requirements for the development or enhancement of large complex systems or networks
    • performing systems integration for interoperability over dissimilar platforms and technologies
    • planning, implementing and maintaining upgrades/updates/fixes for core operating systems
    • troubleshooting complex systems software or hardware deficiencies
  • IS Program/Project Management
    • assist in determining requirements and management of various information technology projects
    • planning and support of lifecycle of various information technology services

At the end of the training program, they plan for you to be eligible for the following jobs:
  • 1041 IS Engineer - Assistant
  • 1051 IS Business Analyst - Assistant
  • 1091 IT Operations Support Admin I
...again notice that web development (which I think would be 1061 Programmer Analyst) does not appear here.


About SFDPH and IT at SFDPH:
  • SFDPH is the city department with the largest IT staff (from FY16-17 Annual Salary Ordinance):
    • SFDPH (~270 full-time equivalents [FTEs])
    • Dept of Technology (124 FTEs)
    • Public Utilities Commission (117 FTEs)
    • Airport (95 FTEs)
    • Controller's Office (80 FTEs)
    • Dept of Human Services (66 FTEs)
    • Municipal Transportation Agency (62 FTEs)
    • Department of Public Works (44 FTEs)
    • Police (38 FTEs)

    • ...the rest of the departments have 20 or less IT FTEs
  • Some of the projects they're focused on:
    • e-Medical Records
    • migrating into new city PeopleSoft Financial & Supply Chain Management system (http://sfcontroller.org/financial-system-project-fp)
    • identity & administration (single sign-on, provisioning/deprovisioning, self-service, mobile device management, federation across 4000+ applications) for SFDPH employees (includes SF General Hospital, Laguna Honda Hospital, SF Community Behavorial Health Services), UCSF interns and staff, contract clinic employees, and vendor staff
    • IT service management & automation
    • improving their web presence
  • I think they're running this program, so they can create cohorts of new IT staff, to make IT recruiting easier for them as I believe the bulk of their hiring is focused on recruiting & testing nurses.

SFDPH is creating this program for their own IT hiring needs, but at the end you'd be free to apply for IT jobs at any of the city departments.

If you put 10% in the 'Keyword or Class' field, then this will pull all the IT jobs:

104_   -- these are sys admin (mostly Microsoft in the city, though some Linux too) and database administrator jobs (Oracle, IBM, etc)
105_   -- these are techno-functional business analysts (business applications, interacting with the various databases)
106_   -- these are web developers (I think one of the main city CMS is Drupal) & some programmers
107_   -- these are the technical project managers (usually people that move from 104_, 105_, or 106_ jobs)
109_   -- these are IT operations/support

You'll notice that there are 2 sections -- Permanent Jobs & Exempt positions -- the Permanent Jobs (as Permanent Civil Service positions) have a more involved hiring process.  You can apply for any you'd like, but I've seen people start in Exempt positions & then apply for and move into PCS positions later (if you're interested).
