Looks like at state you can use the Internet. Still no consultation with anyone but parter. See below:

Entry for CCCFA 2011 is now open. If your school has an interper's theatre please email me the school, theatre title, and cast names.

Parli prep

Our current constitution reads:

Once the topic has been received, no person may be consulted except the partner or the Speaker of the House. Students may consult prepared material during preparation time.

My interpretation of "prepared material" extends to materials that can be accessed online. The tournament does not guarantee or provide internet access, but if competitors are able to access information on their own then that is allowed.

Extemp prep

Our current constitution reads:

Competitors may use a self-contained laptop computer during prep-time, but may not use printers. CCCFA will provide neither Internet, nor electrical access.

My interpretation of "self-contained" means that during extemp prep a competitor's laptop must be able to sufficiently be powered and access the internet without being plugged in to any outlet.
