[SyneRBI/SIRF-SuperBuild] pass DISABLE_CUDA to dependent projects (PR #975)

STIR and parallelproj were still being built with CUDA, even if the user disables it.
(Note: sits on top of #973, although it's independent, so let's merge that one first, or if not, we rebase this on current master).
