Project Trigger Constantly Firing, But Project Hasn't Rebuilt

We have a build whose project trigger is causing the build to trigger constantly. This started about 24 hours ago. The log file isn’t any help [1]. I’ve restarted CCService and it is still happening. IN this case, the dependent project last built successfully at 12:32, yet we’ve had almost a hundred builds since then (one every two minutes).

 

What causes the project trigger to constantly fire like this? Is there some state file somewhere I can remove/update/get rid of?
