Hi Team Leads,

Ted and I would like to introduce a new process for dealing with bills that CCL supports but which our chapter doesn’t agree with.  Below is a brief description. Could you pls take a look before Monday’s meeting? We'll be discussing it there. 

Background

As a CCL chapter, our default and standing practice is to advocate for and communicate about the policies that CCL National asks us to support. This alignment is foundational to how CCL operates as a unified organization.

From time to time, however, individual members—or groups of members—may strongly disagree with a specific policy position or lobbying priority coming from National. We would like to introduce a clear, transparent process for how such concerns can be raised and considered, while preserving our overall commitment to National’s direction.

The intent of this process is not to override National policy, but to provide a structured way for the chapter to consider whether, in rare cases, we adopt a neutral or silent stance locally on a specific issue.

Proposed Process

  1. Issue raised within the relevant Team

    Member(s) who strongly disagree with a National policy position raise the concern within the appropriate chapter Team (e.g., concerns about FOFA are raised in the Healthy Forests Team).

  2. Team-level discussion

    The Team discusses the concern. If the Team believes the chapter should consider a neutral or silent stance on the issue, the Team Leader brings the recommendation to the Team Leads group.

  3. Team Leads discussion

    The Team Leads discuss the issue and the Team’s recommendation. If the Team Leads believe broader input would be helpful, the issue can be brought to a full chapter meeting for discussion.

  4. Decision authority

    If the Team Leads are unable to reach consensus, the Chapter Leads make the final decision.

Next Steps

We will be discussing this proposed process at Monday night’s meeting. Please review it in advance and come prepared with questions, concerns, or suggested refinements.
