Yes, if CEF is disabled LDP neighbors would come down & hence all the
services running over it !!
For VRF-Lite CEF is required cos the routes received by router have to
be transferred to the VRF Routing table.
Now VRF can only be created if you have CEF enabled !!
Just boot a router with CEF disabled and VRF configured & look at the
POP up messsage !!
