INVITATION TO ATTEND THE PUBLIC
HEARING FOR
THE
PRONOUNCEMENT OF THE VERDICT IN THE “DUCH”-TRIAL
The Extraordinary Chambers in the Courts of Cambodia (ECCC) has the honour of inviting national and international public, diplomats and media representatives to attend the public hearing for the pronouncement of the verdict in the Case 001 against KAING Guek Eav alias Duch on 26 July 2010. The President of the Trial Chamber will read out a summary of the verdict during the hearing.
The starting time for the hearing has yet to be announced by the Trial Chamber. Representatives of media and the public should arrive no later than one hour prior to the hearing to ensure sufficient time for security screening. In order to ensure the order in the public gallery, all participants must be in their designated seats in the public gallery at least 30 minutes before the commencement of the hearing.
Facilities
Drinking water will be provided in the hallway outside the courtroom. Food and
drinks are available for purchase within the ECCC grounds. No food or drink is
allowed in the courtroom. Toilets are provided in the court building and the
car park. Parking will be provided for visitors to the ECCC with their own
buses or cars. Assistance for those with disabilities will be provided,
including wheelchair access.
The Extraordinary Chambers in the Courts of Cambodia are situated in Chaom Chau, 16 kilometres from Phnom Penh (about 10 min further than the airport), on the left hand side of National Road 4. Public and media please enter from the Visitors Gate at the eastern end of the compound (the first gate from town).
Seats in the public gallery of the main courtroom have been allocated as follows:
Due to the limited capacity of 500 seats in the public gallery and to comply with necessary security regulations, only persons within the five groups listed above who have been pre-registered and received a confirmation of reserved seats will be admitted to the ECCC grounds on 26 July. No “walk-ins” will be allowed.
Media accreditation for the 26 July
Advance registration and accreditation is required for all
media representatives who wish to be granted access to the ECCC on 26 July
2010. The following procedure will apply for media representatives seeking
access to the ECCC on 26 July:
a) Media
representatives currently holding a valid ECCC accreditation card must register
with the Public Affairs Section by sending an email to P...@ECCC.GOV.KH. Please indicate whether or
not you are requesting one of the seats reserved for media in the public
gallery.
b) Media
representatives currently holding an expired ECCC accreditation card must
re-submit a completed Media Accreditation Form (http://www.eccc.gov.kh/english/cabinet/fileUpload/26/ECCC_Accreditation_Media_Application_Form.doc)
together with their request for registration to P...@ECCC.GOV.KH.
Please indicate whether or not you are requesting one of the seats reserved for
media in the public gallery.
c) Media representatives who have not previously been accredited to the ECCC must submit a completed Media Accreditation Form (http://www.eccc.gov.kh/english/cabinet/fileUpload/26/ECCC_Accreditation_Media_Application_Form.doc) and a .jpg portrait photo together with their request for registration to P...@ECCC.GOV.KH
Deadline for media registration: 2 July 2010
The ECCC will be open for media representatives who wish to pre-install equipment and preview available facilities on 24 and 25 July 10:00-16:00.

Media Services
The ECCC Public Affairs Section will provide
facilities on the ground floor of the court building to assist media during the court
hearing. We will provide a check-in service for telephones, recording equipment
and large bags.
The Press Work Room (C108) has a quiet space for working and a number of computers with internet connection will be available on a first-come first-served basis. Private laptops may be used but will not be permitted to access the ECCC network or the internet.
Audio and Video feeds of the court proceedings will be provided in the Press Viewing Room (C105).
Television monitors will provide a transmission of the proceedings in Khmer (C109) and English (C105) for media representatives only. General public must view from the public gallery.

Seats reserved for media in the public gallery
Media representatives should be in their
allocated seats 30 minutes before the scheduled start of the hearing. No
cameras, laptops, cell phones or recording devices will be permitted in the public gallery. Cell phones can be
checked in the press room (C105) on the ground floor of the court building prior to the beginning of the proceedings.
Photography
ECCC will provide pool photography from
the start of the hearing.
Audio
Audio feeds of the proceeding will be provided
to media through a PHONO connection.
This feed can be accessed in the press room (C105) using one of 48 audio connections (16
each in Khmer, English and French).
Additional audio hookups are possible from recorder to recorder if the users
bring the required cables. No audio recording will be permitted inside the
courtroom.
Video
Video feeds of the proceedings will be provided
through a PHONO connection. This feed can be accessed
in the press room (C105) using one of 10 output connections. Additional audio hookups are possible from recorder
to recorder if the users bring the required cables. No video recording will be
allowed inside the courtroom.
Stand-Up Locations
Two locations have been allocated outside the
court building for use in video ‘stand-ups’. One is located in the yard with a view of the court building and official
flags, and the other is located near the court's guardian spirit statue. No
other locations for stand-ups will be permitted.
