INVITATION TO ATTEND THE PUBLIC HEARING FOR
THE PRONOUNCEMENT OF THE VERDICT IN THE “DUCH”-TRIAL

The Extraordinary Chambers in the Courts of Cambodia (ECCC) has the honour of inviting national and international public, diplomats and media representatives to attend the public hearing for the pronouncement of the verdict in the Case 001 against KAING Guek Eav alias Duch on 26 July 2010. The President of the Trial Chamber will read out a summary of the verdict during the hearing.

The starting time for the hearing has yet to be announced by the Trial Chamber. Representatives of media and the public should arrive no later than one hour prior to the hearing to ensure sufficient time for security screening. In order to ensure the order in the public gallery, all participants must be in their designated seats in the public gallery at least 30 minutes before the commencement of the hearing.

Facilities
Drinking water will be provided in the hallway outside the courtroom. Food and drinks are available for purchase within the ECCC grounds. No food or drink is allowed in the courtroom. Toilets are provided in the court building and the car park. Parking will be provided for visitors to the ECCC with their own buses or cars. Assistance for those with disabilities will be provided, including wheelchair access.

The Extraordinary Chambers in the Courts of Cambodia are situated in Chaom Chau, 16 kilometres from Phnom Penh (about 10 min further than the airport), on the left hand side of National Road 4. Public and media please enter from the Visitors Gate at the eastern end of the compound (the first gate from town).

Seats in the public gallery of the main courtroom have been allocated as follows:

  1. Civil Parties – 90 seats reserved for the Civil Parties and their lawyers in Case 001 as arranged by the Victims Support Section. If these seats are not fully utilised 30 minutes before the start of the hearing, they will be re-assigned to the general public.

  2. Diplomats and Officials – 70 seats for Diplomats, Friends of the ECCC, Cambodian government officials and scholars on the Khmer Rouge. In principle maximum two seats per diplomatic mission. If these seats are not fully utilised 30 minutes before the start of the hearing, they will be re-assigned to the general public. Advance registration is required. Deadline: 2 July 2010.  Registration: P...@ECCC.GOV.KH, or contact Mr. CHIN Hemvichet on +855 (0)23 219814 extension 6065, or +855 (0)12 696 220.

  3. NGO representatives – 50 seats for national and international NGO representatives (maximum three seats per NGO). If these seats are not fully utilised 30 minutes before the start of the hearing, they will be re-assigned to groups of visitors organized by the ECCC. Advance registration is required. Deadline: 2 July 2010.  Registration: P...@ECCC.GOV.KH, or contact Mr. CHIN Hemvichet on +855 (0)23 219814 extension 6065, or +855 (0)12 696 220. Please note that up to the registration deadline ECCC will only register NGO-requests for seats. If the total number of requested seats exceeds 50, the ECCC will reduce the number of seats to a maximum of two seats per NGO. If further prioritisation is required, priority will be given to NGOs with regular attendance during the 77 days of the trial. Final seat allocation will be notified to all requesting NGOs by 7 July 2010.

  4. General Public – 260 seats for general public arriving at the court with transportation provided by ECCC and partner NGOs.

  5. Media – 30 seats in the public gallery have been reserved for representatives of the media. Priority will be given to print media. The remaining media representatives will be accommodated in the media room on the ground floor. Media representatives who wish to be allocated a seat in the public gallery should submit a request for this together with their respective registration for attendance of the hearing (see more information below).

Due to the limited capacity of 500 seats in the public gallery and to comply with necessary security regulations, only persons within the five groups listed above who have been pre-registered and received a confirmation of reserved seats will be admitted to the ECCC grounds on 26 July. No “walk-ins” will be allowed.
