Process for Appealing Faculty Proposals for Professional Learning/Development Activities

Colegas,

Looking to see if anyone has a formal appeals process for appealing rejection of a individualized professional learning/development plan. My institution's bargaining agreement extends the right for faculty to appeal a rejection of their individual professional learning/development plan. However, there is no process in place for that and wanted to check with the field if anyone had something already in place.
