I don't believe that a Dean can late-add a student without consulting
the instructor or that an instructor must add a student to a class
after the first day of class, even if the class is not full. At the
same time, the instructor should want to have a full class, as allowed,
particularly if the student adding is not starting too late to master
the course material. I'd be curious to see if others disagree with me.
