Proposed changes to Title 5: Burden-Free Access to Instructional Materials

Hello!

Our College received the proposed Title 5 changes, section 54221, Burden-Free Access to Instructional Materials (attached).

If the proposed changes are adopted, are Governing Boards of CCCs going to be required to adopt policies that guarantee students first-day access to textbooks and supplemental materials?

Any clarification would be much appreciated!
