Comment:

Haiti will need to rebuild across the scale of private residences, government buildings, schools, and so forth. There has been recognition that replacement building codes must ensure that the reconstructed buildings do not fall down due to next earthquake, next hurricane, and are not at risk of next flood, landslide.  Haiti has a tradition of do-it-yourself, so there has been development of guidance to home-owners and maintenance services, how to do a better job in the future, building to survive future natural disasters, that are common to the region, and predictable risks.

I have not yet seen any discussion of including in those building codes any consideration for access by the physically disabled. Promoting that would be wise before that mass rebuilding effort, considering Haiti's growth in disabled survivors, particularly children.

Site selection, for rebuilding, also needs to be sensitive to needs of:
  • agriculture sharing land use
  • where practical to improve the environment (plant & protect vegetation to lower risk of land slides, mitigate wind & water threats)
Earthquake science nailed quake epicenter immediately, but assessments were slow to reach epicenter communities to confirm impact severity.  Assessments and site selection needs better communication with earthquake scientists, and other specialists, who predict where high risk next quakes, winds strongest, seasonal flooding, etc., to encourage rebuilding where lowest risk of more trouble.
