Dear colleagues,

Please find attached the draft enhanced Guidelines for the Management of Evacuation Centres taking into consideration the changes made at last Monday’s workshop. Please review this document with your respective clusters and provide consolidated comments by Wednesday March 31st.

Be aware that this document is still very much a draft and is under revision. The introductory rationale, background and legal framework for example are still being written. The incorporation of the DRRM Act into this document for example has yet to be finalized.

Thank you to all participants in consultation on March 15.

Best regards

Phil Brewster

Subject: Stakeholders consultation on the Enhanced Guidelines for the Management of Emergency Shelter/Evacuation Centres

Dear colleagues,

DSWD is in the process of revising the 1994 Guidelines for the Management of Evacuation Centres. These guidelines will provide orientation to Local Government Units on the pre, during and post-evacuation phases of evacuation centre management. In an effort to ensure all stakeholders provide input, DSWD has requested the IASC clusters among others, for their participation in a one day stakeholders consultation workshop.

DSWD would like to invite two representatives from each IASC cluster to be held on Monday March 15 at the Asian Institute of Management. Please find the invitation attached.

Please arrange representatives within your clusters, and cluster leads RSVP to Ms Evangeline J. Tuason at p...@dswd.gov.ph by Friday March 12.

(Anyone interested from the CCCM/NFI cluster, please provide me with a name as soon as possible and I will pass on to DSWD)

The draft Enhanced Guidelines will be sent out in a subsequent e-mail for detailed comment.

Best regards

Phil Brewster
