Thanks for your comments. We have contacted DSWD to ask for another week to provide comments as the time given was very limited. We are waiting for a response. If granted, I suggest that we call a meeting through the CCCM cluster some time next week to incorporate more detailed comments.

Indeed… it’s very disappointing. What are the plans of the cluster about this to make sure that the comments made by the cluster will be considered? How can we lobby for it? I believe as early as now the cluster need to strategize already as to what should be done before these documents will be finalized.

This
new version of the AO is very disappointing. It has become totally
education blind, as one of the Education Cluster members put it. All
inputs made by the Cluster to improve the document have not been incorporated.
The
document seems to be taking only the perspective of affected/displaced adults
and families but not the perspective of affected/displaced children. Thus
it appears to be anchored on the concept that the evacuation centers are there
to cater to their needs but not the needs of children, especially pre-schoolers
and school-age children whose education need to be continued.
It
also appears to work on the assumption that:
1.
Alternative temporary shelters can easily be identified and established
for the displaced population. It even mentions that in the event the
evacuees are housed in schools, they shall be transferred to alternative
shelters such as tents, and other temporary shelters.
While
the intent of the AO is commendable because this is being highlighted, we all
know that in reality there is difficulty in seeking alternative shelters
especially in cases where the evacuees are housed in schools.
2.
There are no educational activities that need to be organized while the
children are in the evacuation centers thus there is no need for a Committee on
Education as part of the working group managing ECs.

Education Cluster
We
hope our comments and inputs will be duly considered in the finalization
of the AO.

Please find attached the latest draft of the DSWD’s Guidelines for the Management of Evacuation Centers and Emergency Shelter.
This copy is currently with the DSWD’s MANCOM for comments and subsequent approval. As the DSWD is currently in the process of having this document approved by Acting Secretary Celia Yangco, who is being replaced by Corazon “Dinky” Soliman, we have been notified by DSWD that the latest we can submit our comments is by 10 am Friday, 2 July. We apologize for the short notice and hope to hear from you soon. Please send through comments to me by COB Thursday and I will compile on behalf of the cluster.
We are requesting for further time for comments and will let you know if further opportunities are made available.

Thanks for circulating the camp management toolkit. In November last year, DSWD were provided 25 hard copies – some for the national office and one for each regional office. In January 2010, 25 regional, provincial, municipal and national DSWD staff were provided with a 5-day training on camp management including the toolkit from internationally accredited trainers from the CCCM global cluster. Please continue to share this very useful tool with as many agencies as possible.
Due to a bereavement today in DSWD Central Office, there is still no information of whether more time will be granted for further comments on the Enhanced Guidelines. As soon as we hear I will inform you.
